Passwords are case-sensitive and must match exactly, including spaces and special characters. Check for Caps Lock, keyboard layout differences, and copy-paste that includes a trailing space. If the correct password truly fails, the file may use non-standard protection.
The file is not encrypted and has no permission locks, so there is nothing to remove. If an app still blocks copying or printing, the limitation comes from the app or from the PDF being a scanned image, not from PDF security.
Encrypted PDFs cannot be read by processing tools, so merge, compress, sign, and conversion tools fail on them. Unlock the file first, run the tool you need, then re-protect the result with the Protect PDF tool if you want a password back on it.
